Richard, I would recommend reading the Post-Tensioning Institute's Field Procedures Manual for Unbonded Single Strand Tendons. The book goes through the entire post-tension process (Intro, Documents, Delivery/Storage, Installation, Concrete Placement, Tendon Stressing, Elongation, Tendon Finishing, Encapsulated Post Tensionn Systems, Jobsite Troubleshooting).

The Post-Tensioning Institute also offers a few courses on Field Certification for Ironworkers and Inspectors.

for which folks have written iPhone apps to recognize bar codes..
already widely used in Japan.

Actually all the installers working on the post-tensioning should be certified. The on-site foreman and the person running each stressing operation should be certified and experienced. The Post Tensioning Ironworker Certification Program is used throughout North America to meet these requirements (this is similar to PTI's program).
